Position Description Summary:

The Civil Rights Investigator/Auditor will be responsible for conducting preliminary inquiries and full-scale civil rights investigations to ensure compliance with federal civil rights statutes. The position requires advanced investigative expertise, strong analytical skills, and the ability to work independently while coordinating closely with Civil Rights Assistant U.S. Attorneys (AUSA), the U.S. Attorney’s Office (USAO) management, and the Department of Justice (DOJ) Civil Rights Division.

Responsibilities:

  • Conduct preliminary inquiries into allegations of civil rights violations and prepare memoranda recommending whether to proceed with a full investigation.
  • Plan, coordinate, and conduct in-depth civil rights investigations, including on-site interviews with victims, witnesses, managers, and officials.
  • Draft and issue data requests, legal documents, and reports to obtain relevant information.
  • Analyze allegations, evidence, and supporting materials using tools such as Concordance, Casemap, and Sanction to develop timelines and case files.
  • Manage and maintain databases cataloging large volumes of investigative evidence and reports.
  • Prepare comprehensive investigative reports for civil rights AUSAs, USAO leadership, and the DOJ Civil Rights Division.
  • Coordinate and confer with DOJ Civil Rights Division and other components as required.
  • Conduct legal research and background analysis to support case development.
  • Provide litigation support, including evidence management and coordination with IT specialists.
  • Develop recommendations regarding potential enforcement actions against jurisdictions or agencies based on investigative findings.

Skills & Experience:

  • Minimum of six (6) years of experience in law enforcement and/or enforcement of civil rights statutes.
  • Demonstrated knowledge of federal civil rights statutes, including:
  • Fair Housing Act (FHA)
  • Americans with Disabilities Act (ADA)
  • Proven experience conducting independent investigations, including planning, interviewing, evidence gathering, and analysis.
  • Strong analytical and writing skills, with the ability to prepare clear, accurate, and persuasive reports.
  • Proficiency with investigative tools and litigation support software (e.g., Concordance, Casemap, Sanction).
  • Ability to work both independently and collaboratively with AUSAs, investigators, and other stakeholders.
  • Experience handling sensitive information and maintaining confidentiality.

Education:

  • Bachelor’s degree required (Criminal Justice, Law, Public Administration, Political Science, or related field preferred).

Security Clearance Required:

  • Must be a U.S. Citizen.
  • Must have the ability to obtain adjudication for a Tier 4 Public Trust background investigation.
